The Directorate for National Construction Supervision (DNCS) is facing a number of very serious challenges, including the enforcement of the amendments to the Spatial Development Act, Regional Development Minister Valentin Tserovski told a news conference, reporting on the Directorate’s work since the beginning of the year. Deputy Regional Development Ministers Petya Gegova and Savin Kovachev, DNCS chief Ivan Simidchiev and experts of the DNCS were also present at the news conference. The shorter time limits for verifying construction licences require a new approach and organization at the DNCS. It has been provided for setting up specialized units at the DNCS to control the activities of the municipal administrations. In January-June the DNCS received 23,000 complaints from natural and legal persons, said Ivan Simidchiev. Over the same period it drew up 1,879 statements and issued 3,473 penalty decrees imposing fines and pecuniary penalties to the tune of 860,048 leva. The DNCS issued 1,210 orders banning the use of construction projects after establishing illegal commissioning. It issued 59 orders for removing illegal or unlegalizable constructions projects of which 23 have been implemented.
