INTERREG V-A Romania – Bulgaria Programme 2014-2020
The Interreg V-A Romania-Bulgaria Programme is co-financed from the European Regional Development Fund-ERDF.
The overall programme strategy has been formulated in direct response to the EU 2020 Strategy of smart, sustainable and inclusive growth related to climate change, risk management and prevention, preservation and conservation of the environment, resource efficiency promotion, sustainable transport, stimulating of employment and labour mobility, capacity building through enhancement the cooperation between civil society and different institutions.
The Programme area includes 15 administrative NUTS III units, namely: in Romania-seven counties: Mehedinti, Dolj, Olt, Teleorman, Giurgiu, Calarasi, Constanta; and in Bulgaria-eight districts: Vidin, Vratsa, Montana, Pleven, Veliko Tarnovo, Ruse, Silistra, Dobrich.
The total budget of the Programme is EUR 258 504 126 (out of which EUR 215 745 513 ERDF). The projects are financed as follows: 85% ERDF, 13% state (Romania and Bulgaria) co-financing and 2% own contribution.
The Programme has six priority axes: “A well connected region”, “A green region”, “A safe region”, “A skilled and inclusive region” and “An efficient region” (under which investment and “soft measures” projects are financed) and Technical Assistance Priority Axis.
Programme beneficiaries can be legal persons registered in the border region between Bulgaria and Romania and do not generate profits (local / regional / national institutions or subdivisions thereof; national and regional agencies, administrations of protected areas, local / regional administrations / forestry management administrations, cultural institutions, community centres, NGOs, educational institutions/organisations – universities, schools, colleges and libraries; Euro-regions, associations of two or more of the above institutions / organisations).
