The call for proposals for the implementation of investments under the “Greening Mobility” procedure of the National Recovery and Resilience Plan is now open. Its main objective is to implement sustainable urban mobility measures in partnerships where there are identified projects/priorities in the Integrated Municipal Development Plans (IMDP) and in the Integrated Territorial Development Strategies of the NUTS 2 regions. They should also be in line with the Sustainable Urban Mobility Plans (integrated in the IMDP or updated in line with the IMDP).
A total of BGN 100 008 386,71 including VAT are the funds to be allocated for projects under the procedure. Of these, BGN 96 959 433,31 are financed by the Recovery and Resilience Mechanism and the remaining BGN 3 048 953,40 represent VAT and are financed from the State budget. The applicants’ own contribution is 10% of the eligible costs of the proposal for the implementation of an investment with resources from different sources.
Eligible applicants are the 40 urban municipalities from the 6 NUTS 2 planning regions. These are the municipalities of Aytos, Asenovgrad, Botevgrad, Velingrad, Vratsa, Gabrovo, Gorna Oryahovitsa, Gotse Delchev, Dimitrovgrad, the city of Dobrich, Dupnitsa, Kazanlak, Karlovo, Karnobat, Kardzhali, Kyustendil, Lovech, Lom, Montana, Nova Zagora, Pazardzhik, Panagyurishte, Pernik, Petrich, Peshtera, Razgrad, Samokov, Sandanski, Svilengrad, Svishtov, Sevlievo, Silistra, Sliven, Smolyan, Troyan, Targovishte, Harmanli, Haskovo, Shumen and Yambol.
Partners can be the above-mentioned municipalities as well as the 215 municipalities falling under the definition of a rural area according to the Partnership Agreement 2021-2027, eligible in the context of rural-urban linkages and functional areas. The partners will be public passenger service operators (operator) under Regulation (EC) No 1370/2007. These are public or private companies which are entrusted with the operation of public passenger transport services on established transport schemes in Bulgaria.
The procedure “Environmentally friendly mobility” is implemented under investment C8.I7 “Environmentally friendly mobility - a pilot scheme to support sustainable urban mobility” under Component 8 “Sustainable Transport” of the Recovery and Resilience Plan of Bulgaria. It sets out the conditions for the selection of proposals for the implementation of investments in line with Key Stage 202 “Contracts for new zero emission public transport vehicles” to implement the Plan’s Target 203 “New zero emission vehicles”, Target 204 “Charging stations for public transport vehicles”, Target 205 “Smart digital solutions for transport in municipalities” and Key Stage 206 “Infrastructure for safe urban mobility targeting vulnerable road users - pedestrians and cyclists”.
The application documents with all the requirements and eligibility conditions to be met by the proposals are published on the website of the Ministry of Regional Development and Public Works in the section Procedures under the National Recovery and Resilience Plan - Procedures open for applications.
Submission of proposals shall be made entirely electronically via an electronic application form and supporting documents in the Information System for Management and Monitoring 2020, section of the National Recovery and Resilience Plan.
